KALIA or “Krushak Assistance for Livelihood and Income Augmentation”

was launched by the Odisha Government for farmer’s welfare

a viable alternative to farm loan waivers.
•Under the scheme, around Rs 10,180 crores will be spent over three years until 2020-21 in providing financial assistance to cultivators and landless agricultural laborers.

Provision of the Scheme

  • For Cultivators: All farmers will be provided Rs 10,000 per family as assistance for cultivation. Each family will get Rs 5,000 separately in the Kharif and Rabi, seasons, for five cropping seasons between 2018-19 and 2021-22. Crop loans up to Rs 50,000 are interest-free.
  • For Landless Agricultural Households: Financial Assistance of Rs.12500will be provided to each landless Agricultural Household for Agricultural allied activities like for small goat rearing unit, mini-layer unit, duckery units, fishery kits for fisherman, mushroom cultivation and bee-keeping, etc.
  • For Elderly: The elderly, sick and differently-abled population who are unable to take up cultivation, will be provided Rs 10,000 per household per year.
  • Insurance for cultivators and landless agricultural household: The KALIA scheme also includes a life insurance cover of Rs 2 lakh and additional personal accident coverage of the same amount for 57 lakh households.

Advantages of KALIA scheme

  • KALIA targets a whole bunch of rural activities.
  • KALIA scheme support farmers farming on a small scale, sharecropping, fishing, animal herding, which are not covered under bank loans, but are caught in debt traps set up by local moneylenders.
  • KALIA is considered as a better alternative to farm loan waiver as loan waivers penalize honest farmers who repay on time and can discourage them from doing so. 

Pradhan Mantri Rojgar Protsahan Yojana (PMRPY)

The flagship scheme of the Central Government for employment generation has crossed the milestone of one crore beneficiaries as on January 14, 2019.

Government incentivizes employers for generation of new employment.

GOvt pays the full employer’s contribution of 12% (towards Employees’ Provident Fund and Employees’ Pension Scheme), for the new employment generated with salary up to Rs. 15,000 per month.

PMRPY was announced on August 07, 2016 and is being implemented by the Ministry of Labour and Employment through the Employees’ Provident Fund Organization (EPFO).

Global Aviation Summit 2019

PM- KISAN

The government launched the new Central Sector Scheme, namely, “Pradhan Mantri Kisan Samman Nidhi (PM-KISAN)” in the current financial year.

The Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme, announced in the Interim Budget, is one of the biggest scheme launched by the Government of India till date for providing structured support to small and marginal farmers.

  • Under the scheme, ₹6,000 per year will be provided to farmers holding cultivable land of up to two hectares.
  • The scheme will be implemented with an estimated expenditure of ₹1 lakh crore till 2019-20, benefiting 12.50 crore small and marginal farmer families.

Objective

  • The PM-KISAN scheme aims to supplement the financial needs of the SMFs in procuring various inputs to ensure proper crop health and appropriate yields, commensurate with the anticipated farm income at the end of each crop cycle.
  • This would also protect them from falling in the clutches of moneylenders for meeting such expenses and ensure their continuance in the farming activities.

PM- KISAN SCHEME TO COVER FEWER FARMERS

The Centre has revised the farmer income support scheme’s beneficiary target down to just under 12 crore from 14 crore.

Empirical evidence suggests that saturation level will reach around 10 crore families. So far, almost 8.5 crore farmers have benefited. The scheme, which gives land-owning farmer families an annual sum of ₹6,000, was launched in the run-up to the 2019 Lok Sabha election, and new registrations have slowed after the election.

Pradhan Mantri Shram Yogi Maan-dhan– PM- SYM

PM- SYM– announced in the Interim Budget-2019 will be implemented from February 15, 2019 by the Ministry of Labour and Employment.

  • PM-SYM is a Central Sector Scheme administered by the Ministry of Labour and Employment and implemented through LIC of India and Community Service Centers (CSCs). LIC will be the Pension Fund Manager and responsible for Pension pay out.
  • This scheme seeks to benefit around 42 crore workers from the unorganized sector of the country.

Eligibility

  • The unorganised workers (home based workers, street vendors, mid-day meal workers, head loaders, landless labourers and similar other occupations) whose monthly income is Rs 15,000/ per month or less.
  • The Subscriber should belong to the entry age group of 18-40 years.
  • The subscriber will be required to have a mobile phone, savings bank account and Aadhaar number.
  • They should not be covered under New Pension Scheme (NPS), Employees’ State Insurance Corporation (ESIC) scheme or Employees’ Provident Fund Organisation (EPFO).
  • He/She should not be an income tax payer.

Each subscriber shall receive minimum assured pension of Rs 3000/- per month after attaining the age of 60 years.

Family Pension: During the receipt of pension, if the subscriber dies, the spouse of the beneficiary shall be entitled to receive 50% of the pension

 Pradhan Mantri Kisan Maan-Dhan Yojana (PM-KMY)

PM launched the PM-KMY & National Pension Scheme for the Traders and the Self-Employed, at an event in Ranchi.

  • The Pradhan Mantri Kisan Maan-Dhan Yojana (PM-KMY) aims to secure the lives of 5 crore small and marginal farmers by providing them a minimum pension of ₹3000 per month, who attains the age of 60 years.
    • Eligibility: All small and marginal farmers (who own cultivable land up to 2 hectares) as per the land records of the concerned State/UT and are between 18 and 40 years of age are eligible under this scheme..
    • Contributions: Under PM-KMY, monthly contributions by a farmer can be made from the instalments of Pradhan Mantri-Kisan Samman Nidhi (PM-KISAN) or through Common Service Centres (CSCs).

Common Service Centres (CSCs)

  • The CSC is a strategic cornerstone of the National e-Governance Plan (NeGP), approved by the Government of India in May 2006, as part of its commitment in the National Common Minimum Programme to introduce e-governance on a massive scale.
  • The objective of CSCs is to provide high quality and cost-effective video, voice and data content and services, in the areas of e-governance, education, health, telemedicine, entertainment as well as other private services.
  • A highlight of the CSCs is that it offers web-enabled e-governance services in rural areas, including application forms, certificates, and utility payments such as electricity, telephone and water bills.
  • The National Pension Scheme for the Traders and the Self-Employed aims at providing a minimum assured pension of ₹ 3000 per month, to small traders and self-employed individuals after they attain the age of 60 years.
    • Around 3 crore small traders would be benefitted from this scheme.
    • Traders and self-employed persons in the age group of 18-40 years are eligible to join the scheme.
    • The monthly contribution under the scheme is of ₹ 55 to ₹ 200, depending on the age of the applicant.
    • The self-employed shop owners, retail owners and other traders having an annual turnover of less than ₹ 1.5 crores will only be able to join the scheme.
    • Any person making a contribution to Employees’ Provident Fund Organisation (EPFO), Employees’ State Insurance Corporation (ESIC), National Pension System (NPS)Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM), and/or paying income tax is not eligible for the scheme.

Employees’ Provident Fund Organisation (EPFO)

  • It is a government organization that manages the provident fund and pension accounts of member employees and implements the Employees’ Provident Fund and Miscellaneous Provisions Act, 1952.
    • The Employees’ Provident Fund and Miscellaneous Provisions Act, 1952 provides for the institution of provident funds for employees in factories and other establishments.
  • It is administered by the Ministry of Labour & Employment, Government of India.
  • It is one of the World’s largest Social Security Organisations in terms of its customer base and the volume of financial transactions undertaken.

Employees’ State Insurance Corporation (ESIC)

  • It is a government organization formed under the provisions of Employees’ State Insurance Act, 1948.
  • It looks at providing social security benefits to the workers registered under the Employee State Insurance Scheme.
  • It is administered by the Ministry of Labour & Employment, Government of India.
  • The Prime Minister also launched 462 Ekalavya model residential schools across the country in tribal-dominated areas.
    • The schools would focus to provide quality upper primary, secondary and senior secondary level education to Scheduled Tribe students in these areas.

Ayushman Bharat

Ayushman Bharat is a flagship initiative that attempts to move away from the sectoral and segmented approach of service delivery to a comprehensive need-based health care service.
Aim— to move towards a provision of universal healthcare in the country.
2 -pronged approach:

  1. the creation of health and wellness centres to bring health care closer to homes.
  2. the formulation of a Pradhan Mantri Jan Arogya Yojana (PMJAY) to protect poor and vulnerable families against financial risk arising out of catastrophic health episodes.

Wellness centres will provide CPHC = Comprehensive Primary Health Care– covering both maternal and child health services and non-communicable diseases.
The health and wellness centres can play a valuable role to reduce the pressure on secondary and tertiary hospitals for expensive treatments by investing in preventive and primary care facilities.

Pradhan Mantri Jan Arogya Yojana (PMJAY)

PMJAY offers a sum insured of Rs 5 lakh per family for 2ndary care (which doesn’t involve a super specialist) as well as tertiary care (which does). For the beneficiaries, this is a free scheme.

  • The main programmatic components include Health System Strengthening in rural and urban areas for – Reproductive-Maternal- Neonatal-Child and Adolescent Health (RMNCH+A), and Communicable and Non-Communicable Diseases. The NHM envisages achievement of universal access to equitable, affordable & quality health care services that are accountable and responsive to people’s needs.
  • The National Health Mission seeks to ensure the achievement of the following indicators:

  • Anaemia Mukt Bharat(AMB): It has been launched in the year 2018 as part of Intensified National Iron Plus Initiative (NIPI) Program for accelerating the annual rate of decline of anaemia from 1-3% points.
    • The target groups for AMB are Children 6-59 months, 5-9 years, Adolescent Girls & Boys of 10-19 years, Women of Reproductive Age (15-49 years), Pregnant Women and Lactating Mothers.
  • Weekly Iron and Folic Acid Supplementation (WIFS): This Programme is being implemented to meet the challenge of high prevalence and incidence of anaemia amongst adolescent girls and boys.
    • The intervention under WIFS includes supervised weekly ingestion of Iron Folic Acid (IFA) tablet.
    • To control worm infestation biannual deworming with Albendazole is provided.
  • Health management information system & Mother Child tracking system is being implemented for reporting and tracking the cases of anaemic and severely anaemic pregnant women.
  • Universal screening of pregnant women for anaemia is a part of ante-natal care and all pregnant women are provided iron and folic acid tablets during their ante-natal visits through the existing network of sub-centres and primary health centres and other health facilities as well as through outreach activities at Village Health & Nutrition Days (VHNDs).
  • Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA): It has been launched to focus on conducting special ANC check up on 9th of every month with the help of Medical officers/ OBGYN to detect and treat cases of anaemia.
  • Operationalization of Blood Bank: in District Hospitals and Blood Storage Unit in subdistrict facilities such as Sub-Divisional Hospital/ Community Health Centers is being taken to tackle complications due to severe anaemia.

National Family Health Survey (NFHS-4)

  • The National Family Health Survey (NFHS) is a large-scale, multi-round survey conducted in a representative sample of households throughout India.
  • All National Family Health Surveys have been conducted under the stewardship of the MoHFW= Ministry of Health and Family Welfare, Government of India, with the International Institute for Population Sciences, Mumbai, serving as the nodal agency.
  • ICF International (formerly Macro International), Maryland, USA, provided technical assistance for all 4 surveys conducted as on date.
