When bribed at lower levels.. It creates a mindset & structure that feeds corruption. The person being bribed develops this habit and gets into the frame of paying a portion of bribe to seniors/ upper level. When he is  promoted, this very attitude will also get promoted and encouraged. Now  already served at low levels will set it as norm. he make sure that the structure remains and will demand higher bribes or portion of bribes which is received at lower levels because it is favorable for him and his psyche becomes that this behavior is somehow rewarded as nothing bad has happened to him. On the contrary, he has been promoted.
