The 7-nation regional grouping BIMSTEC adopted a charter to expand its overall cooperation and approved a complete reorganisation of the grouping’s cooperation activities.
India will lead the grouping’s security pillar out of & Pillars.
BIMSTEC vs SAARC
SAARC has been stale since 2014 due to India vs Pak.. But no such curb for India in BIMSTEC.
The Inter-state council can be an option for resolution of an Inter-state dispute.
- Under Article 263 of the Constitution, the Inter-state council is expected to inquire and advise on disputes, discuss subjects common to all states and make recommendations for better policy coordination.
Meghalaya was carved out of Assam under the Assam Reorganisation Act, 1971, a law that it challenged, leading to disputes.
- the district of Langpih in West Garo Hills bordering the Kamrup district of Assam.
- Langpih was part of the Kamrup district during the British colonial period but post-Independence, it became part of the Garo Hills and Meghalaya.
- Assam considers it to be part of the Mikir Hills in Assam.
- Meghalaya has questioned Blocks I and II of the Mikir Hills -now Karbi Anglong region – being part of Assam. Meghalaya says these were parts of erstwhile United Khasi and Jaintia Hills districts.
ART 200—
Governor is presented bill after being passed by state assemebly or/and state legislature for assent.. He can assent, return or reserve for Prez.
ART 341
(1) Prez, after consultation with the Governor, may specify, “the castes, races, tribes or parts of groups within castes or races, which shall be deemed to be Scheduled Castes.
(2) Parliament by law can include or exclude the above-mentioned groups from the list of the Scheduled Castes.
Using 341(1)– President has notified the Scheduled Castes in the order called ‘Constitution (Scheduled Castes) Order-1950’ and the ‘Scheduled Castes and Scheduled Tribes List (Modification) Order-1956.
Supreme Court has held that States can sub-classify Scheduled Castes and Scheduled Tribes in the Central List to provide preferential treatment to the “weakest out of the weak”.
